Recognition as Polish citizen
Foreigner may be recognizes as a Polish citizen on his request, after he meets the requirements defined by the provisions of law. The most important condition for being recognized as a Polish citizen is the command of Polish language and earlier residence in Poland on the basis of a permanent residence permit or European Union long-term residence permit.
Granting of Polish Citizenship
The foreigner can be granted Polish citizenship by the President of the Republic of Poland. An application may be submitted by every foreigner, regardless of the ground or place of his residence. The command of Polish language is also not required. The decision of the President
of the Republic of Poland is an arbitrary decision – it means that he may but does not have to grant Polish citizenship to a foreigner.
Restoration of Polish Citizenship
There is a proceedings, which allows to acquire Polish citizenship to the foreigner, who have lost it before 1 January 1999. The Polish citizenship will be restored on the ground of the decision of Minister of the Interior and Administration after the conditions which are set out in the bill are fulfilled.
Confirmation of Polish Citizenship
If there are doubts regarding the citizenship of the foreigner, it is possible to initiate the proceedings to confirm holding or loss of Polish citizenship. The proceedings is conducted by a Voivode, however if foreigner is not a Polish resident he may apply to recognize his case through a respective Consul.
Karta Polaka “Polish Card”
It is a document which can be issued for the citizens of Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyzstan, Lithuania, Latvia, the Republic of Moldova, the Russian Federation, Tadzhikistan, Turkmenistan, Uzbekistan and Ukraine, who declare belonging to the Polish Nation, will prove polish nationality of themselves or their ancestors as well as the relationship with Polishness. It does not grant a Polish citizenship and the right to temporary or permanent residence in Poland. It also does not allow to cross the Polish border without a valid visa, however there are some entitlements coming with it, for example:

an application for a Polish national visa is free of charge,

an application for granting a Polish citizenship and for permanent residence permit is free of charge,

access to Polish labor market without a work permit,

possibility to apply for founds for supporting Polish citizens abroad,

access to the educational system under the same conditions as nationals.
